我谨确认收到阁下一九九七年十一月二十八日照会，内容如下：

“为进一步增进加拿大政府和中华人民共和国政府之间的友好关系并加强两国间的领事合作，重申两国政府于一九七三年十月二十四日以互换照会形式达成的加拿大政府和中华人民共和国政府关于领事事务的谅解中的原则，我荣幸地代表加拿大政府向阁下提出如下建议：

一、中华人民共和国政府同意加拿大在重庆设立领事馆，其领区范围为重庆市和四川省。今后加拿大可将驻重庆领事馆升格为总领事馆。

二、加拿大政府同意中华人民共和国在卡尔加里设立总领事馆，其领区范围为阿尔伯塔省和萨斯喀彻温省。

三、双方将根据一九六三年四月二十四日《维也纳领事关系公约》和两国各自的有关法律规定，为对方设立上述领事机构和执行领事职务提供必要的协助和便利。

四、两国今后将根据双边关系发展的需要，在对等的基础上进一步考虑增设领馆问题。

上述内容如蒙阁下复照确认，本照会及阁下的复照即构成加拿大政府和中华人民共和国政府之间的一项谅解，并自阁下复照之日起生效。”

我谨代表中华人民共和国政府确认并同意该照会的内容。

THE LETTER FROM THE GOVERNMENT OF CANADA TO THE GOVERNMENT OF THEPEOPLE'S REPUBLIC OF CHINA

(November 28, 1997)

In order to promote the friendly relations between the Government ofCanada and the Government of the People's Republic of China and to enhanceco-operation between the two countries in consular matters, andreaffirming the principles in the understanding on consular mattersreached by the Government of Canada and the Government of the People'sRepublic of China through an exchange of notes which came into effect onOctober 24, 1973, I have the honour to put forward to you, on behalf ofthe Government of Canada, the following proposals:

1. The Government of the People's Republic of China agrees to theestablishment of a Consulate of Canada in Chongqing with the consulardistrict comprising Chongqing Municipality and Sichuan Province. Canadamay at a future date upgrade the Consulate in Chongqing to the status of aConsulate General.

2. The Government of Canada agrees to the establishment of a ConsulateGeneral of the People's Republic of China in Calgary with the consulardistrict comprising the Province of Alberta and the Province ofSaskatchewan.

3. The two sides shall, in accordance with the Vienna Convention onConsular Relations of April 24, 1963, and the relevant laws andregulations of the two countries, provide each other with necessaryassistance and convenience for the establishment of the above consularposts and the exercise of their consular functions.

4. The two countries may, in the light of the needs of the developmentof the bilateral relations and on the basis of reciprocity, consider theissue of the establishment of additional consular posts on each other'sterritory.

Should Your Excellency confirm in a Note of reply, the present Noteand Your Excellency's Note shall constitute an understanding between theGovernment of Canada and the Government of the People's Republic of China,and take effect from the date of Your Excellency's Note of reply.

I avail myself of this opportunity to renew to Your Excellency theassurances of my highest consideration.
